PORT-AU-PRINCE, October 6, 2026 — On Monday, the Provisional Electoral Council (CEP) published two documents from its Pétion-Ville headquarters. One resets part of the electoral calendar, and the other opens recruitment for a new Administrative Director. Together they show an institution trying to buy time on the political side while building up its operational capacity.
The calendar reset
In a press note (Réf. CEP/DC/068-2526), the CEP announced that online registration of candidates and the filing of supporting documents are extended to October 31, 2026. It says the move follows consultations with political actors and the adoption by the Council of Ministers, on October 5, of amendments to the June 2, 2026 electoral decree. The stated goal is to give candidates and political structures enough time to meet the legal and regulatory formalities.
The note also postpones the electoral campaign. New start and end dates, it says, will be announced in an updated electoral calendar, to be finalized with the duly authorized political structures taking part in the process. The CEP says it is working actively on that calendar, taking into account the decree’s new provisions and the technical and operational requirements of the process, and promises to publish it as soon as possible. Voter registration continues, and the CEP urges eligible citizens to complete the necessary steps to vote. It also thanks the parties for their input and reaffirms its commitment to credible, transparent, and inclusive elections.
This is not the first adjustment. Under the calendar the CEP published in July, candidate registration was to run from August 20 to October 2, the campaign was to open on October 5 for 69 days, the first round was set for December 13, 2026, and the second round for February 21, 2027. The CEP later gave political parties until October 9 to register their candidates and submit their documents, so the new October 31 deadline is at least the second extension. The campaign was due to start on the very day the CEP decided to postpone it. franceinfojuno7
The note leaves several questions open. It does not say whether the December 13 first round still stands, and it gives no new end date for voter registration, which the earlier calendar scheduled to run from July 20 to October 13, 2026. Wikipedia
The recruitment notice
The second document, Notice No. CEP-26-27-001, opens an external recruitment for a “Directeur(trice) Administratif(ve).” The CEP frames the hire as part of strengthening its institutional capacities and applying principles of good governance, transparency, efficiency, and accountability.
Under the authority of the Director General, the post-holder would plan, organize, and supervise the administrative and logistical activities of the Administrative Directorate, with explicit reference to electoral operations. The duties include:
- managing the institution’s material and administrative resources;
- handling the inventory, traceability, and distribution of goods, equipment, stocks, infrastructure, and the vehicle fleet serving central and decentralized CEP structures;
- ensuring compliance with legal and internal-control procedures and monitoring contracts;
- producing management reports and dashboards for the Director General;
- identifying administrative and operational risks and proposing mitigation measures;
- supervising and evaluating staff.
Candidates need at least a bachelor’s degree (licence) in administration, management, public administration, accounting, economics, finance, or a related field, with a master’s counted as an asset. They also need at least eight years of relevant experience, including three or more in a management, coordination, or supervisory role. Knowledge of Haitian public administration is described as an important asset, as is English, while strong French and Creole are required.
Applications must include a cover letter to the Director General, a detailed CV, diplomas, employment certificates, two professional references, and a copy of a valid ID. Files are due by October 16 by email to ceprecrutement2627@gmail.com, with the subject line “Candidature – Directeur (trice) Administratif (ve).” Only shortlisted candidates will be contacted, and the CEP reserves the right to verify diplomas, references, and experience. It states that the process will follow merit, competence, integrity, transparency, equal opportunity, and non-discrimination, and it says that women’s applications are strongly encouraged. The notice is signed by Uder Antoine as Director General.
Why the two announcements fit together
Resetting the calendar and hiring a logistics chief on the same day is not a coincidence of paperwork. Every date the CEP moves has a logistical cost behind it, and the work this directorate would oversee, from procurement and stock tracking to vehicles and supplies for decentralized offices, is where timetables succeed or fail. The CEP is running voter registration nationwide and says that, as of its latest public progress update, more than 10% of the potential electorate was registered, and 30 approved political structures, 18 parties and 12 groupings, had submitted their membership lists. cephaiti
The recruitment also lands in an institution that has seen turbulence at the top. Uder Antoine was installed on April 20 as the CEP’s Executive Director, succeeding Jean Roger Philippe Augustin. In early June, the CEP announced protective measures against him and barred him from its premises after the government published the electoral decree. He was nevertheless appointed and installed by the government as Director General on June 5, even as the Council and the Prime Minister’s Office disagreed over the creation of that post, which electoral advisers considered a violation of the Constitution. The new Administrative Director would report to him. Haïti : Uder Antoine nommé directeur exécutif CEP +2
The recruitment notice does not say whether the position is new or vacant, who will sit on the selection panel, or how candidates will be shortlisted. Given the earlier dispute over the Director General’s role and the CEP’s independence, those details will likely draw scrutiny from political parties and civil society. Another practical detail is that applicants are asked to send identity documents and diplomas to a generic Gmail address, so a clear statement of how those files will be protected would be reassuring.
What to watch
- The updated calendar. Whether the December 13 first round survives, and when the campaign will actually begin, will determine how much time the new director and the institution have.
- Voter registration. The CEP has not said whether the October 13 end date holds.
- Hiring speed and transparency. The October 16 deadline leaves little room before major logistical operations, and the CEP’s pledge of merit-based selection will be tested by how openly the process is conducted.
Haiti Politic contacted no CEP official for this report. The CEP did not immediately respond to a request for comment.
